This work package translates the validated competence map (WP2) into a structured, DigComp-aligned assessment framework. Through an agile, sprint-based process, it defines key domains and sub-domains of digital competences for democratic deliberation, develops multi-dimensional indicators (cognitive, behavioural, affective), and creates performance descriptors and rubrics. Sprint cycles consist of drafting, refining, and validating framework components based on experts input and pilot data.

• To Develop a multilingual conceptual framework for assessing Digital Competences for Democratic Deliberation, fully aligned with the DigComp framework.
• To develop a multilingual conceptual framework that includes: i) domains/subdomains of digital competences, ii) indicators to assesses the competencies, iii) performance levels (e.g., basic, intermediate, advanced) for each indicator and iv) rubrics describing what each level means in practice.
• Validate the framework with experts.
• To provide documentation of the framework through a guidebook with suggested uses.
