This work package provides the conceptual and empirical foundation for the DC4Democracy framework by combining a structured desk review with multi-stakeholder consultation. It explores existing research, policies, and digital competence frameworks related to democratic participation and identifies current gaps and best practices. Through expert panels and focus groups with key actors in education and civic engagement, the WP ensures that the competence map to be developed is both evidence-informed and practically relevant.

• To Map and analyse current research, policy frameworks, and educational practices related to digital competences for democratic engagement.
• To develop a Digital Deliberation Competence Map aligned with DigiComp that includes the key competence areas necessary for meaningful, inclusive, and responsible engagement in digital democratic dialogue.
• To analyze existing research, frameworks, policies and educational practices related to digital competences for democratic deliberation.
• To engage a diverse group of stakeholders and experts to gather insights.
